This project delivers user-friendly resources to assist policymakers and their delivery agencies in understanding place-based clusters. These include a framework to understand future growth opportunities and the aspects that merit further focus to strengthen a cluster’s contribution to economic growth. The framework is based on literature on situating and surveying clusters, cluster life cycles, and the relationship between absorptive capacity and cluster growth. The framework has been tested in three case studies.
