One of the main arguments in favour of publicly funded R&D and innovation is that they help to form new collaborations between public and private organisations, playing an enabling or bridging role, helping innovators to access otherwise unavailable new or pre-existing knowledge. This review presents the most up to date and robust evidence on the drivers and outputs of collaborations in R&D and innovation, and on the effectiveness of public policies.
