This project aims to enhance understanding of how co-design and delivery approaches are applied in international programmes that support the growth of major place-based research and innovation clusters.
By exploring global examples—particularly those involving collaboration between national and local governments—it will identify key structures, processes, and enabling conditions that contribute to intended outcomes.
The insights generated will provide valuable evidence to inform future UK policy and programme design, particularly in the context of place-based innovation and research and development (R&D) investment. For funders, this work offers a broader perspective on international best practices and emerging models of co-design that can support more effective and inclusive innovation-led growth.
